Mill Lane was an appalling slum of ramshackle cottages and common lodging houses.
These houses survived the 1880s, when the poorer quality houses in the area were rebuilt.
It was not until 1895 that a joint initiative by the Greenwich Board of Works and the London County Council cleared the area and built Carrington House as a common lodging house and Sylva Cottages.
